Global poverty is falling, but a minority of developing countries are stagnant and diverging from the rest of mankind, says Oxford University economist Paul Collier, which is a danger to global stability. He identifies four poverty traps and in this talk focuses on one of them—resource riches. (Carnegie Council Public Affairs Program)
