From the Intro: Sri Lanka has opened up its economy through two waves of economic liberalization. However, in the first round of liberalization and reform, the budget deficit was allowed to go as high as 23 per cent (in 1980), and issues such as the privatization of public enterprises and the tariff and tax structure were not addressed.
