He was previously deputy director of the United Nations University's World Institute for Development Economics Research (UNU-WIDER) in Helsinki. He has also held positions at the University of Warwick, the School of Oriental and African Studies (London University), and the Overseas Development Institute (London). He began his career as an ODI fellow in Tanzania, and is a graduate of the University of East Anglia and Birkbeck College, London University.
His publications include From Conflict to Recovery in Africa (Oxford University Press), Debt Relief for Poor Countries (Palgrave Macmillan), and Fiscal Policy for Development (Palgrave Macmillan), as well as papers in the Journal of African Economies, the Journal of Development Economics, Journal of International Development, Journal of Peace Research, World Development, and World Economy. He is currently working on chronic poverty, post-conflict reconstruction, and development finance.
