Pável Isa Contreras received a B.A. in economics at Universidad INTEC in the Dominican Republic in 1988, a Master's degree in economic policies at the Universidad Nacional in Costa Rica in 1994, and a Ph.D. in economics at the University of Massachusetts – Amherst in 2003. He has worked as researcher at CIECA, a progressive economic think tank in the Dominican Republic, and as Research Director for CRIES, a Latin American regional network for social and economic research. He has also served as economic advisor to the Ministry of Finance in his country in 2003–2004.

Pavel has taught graduate and undergraduate courses in the Dominican Republic, Nicaragua and the United States on trade and development. Currently, he is president of CIECA and advisor on trade and fiscal policies for the Technical Secretariat of the Presidency of the Dominican Republic.
