Hiroshi Kimizuka is Deputy Director in the General Affairs Division of the Immigration Bureau of the Japanese Ministry of Justice. Prior to his current assignment he was Assistant Director in the Accounting Section of the Immigration Bureau. He has also held positions as Assistant Director of the System Development Section, Assistant Director of the Registration Division, and Specialist in the Personnel Section.

Hiroshi graduated from Meiji University in March 1988 with a bachelor's degree in politics. In April 1988 he was appointed an official at the Japanese Ministry of Justice. In March 2000 he became First Secretary of the Political Division of the Embassy of Japan in the Kingdom of Thailand.
