Murray is a co-founder and director of the International Court for the Environment Coalition and is a researcher with the Global Environmental Governance Project.

He has a law degree from the London School of Economics, a bachelor's degree in political studies from the University of Manitoba, and is a master's degree candidate in international relations at Harvard University and in international law at the University of London.
